Search Engine Optimization (SEO) means having any one of your individual website pages (not whole website), show up on the Google page (or any search engine)...preferably the first page!
How do you get on the first page of Google?

Does your website have Flash or a "Splash" page (both can NOT be read by search engines)
Are there key phase s in your code, in the text on the page, in URL links, in photo galleries and in items in an e commerce store website
Is there traffic coming "in" from other websites or organic searches
Are the links going "out" of your website correct
Web Designers are NOT required to apply SEO or even structure your website for SEO. Most don't even know anything about it. Web Designers will tell you that your website has SEO and all they did was throw a couple of key phrases into you website based on what they guess it should have. This is not SEO.
Firstly, your web designer doesn't know "your" business. They are just building you a shell. Unless your web designer has extensively interviewed you to find out about your business, you are the only one who can possibly find the right key phrases for your web pages.
Lastly, SEO needs to be updated every few months. Is your web designer interviewing you occaisionally and applying new and different key phrases to your website every couple of months? Can you even reach your web designer?
